Yeah, it depends on in what context it's being used.
Literally the combination means something like "With that..." or "Being that..."
Tossed at the end of a conversation, it means "well then...[looks like our conversation has run out/you have somewhere to be/bye bye]"
But if you hear it in the middle of a conversation, it could have more of a connective/commentary meaning, for example "それじゃだめ" => "if it's that way, that's no good.", put bluntly "screw that."
